New paper in EIST on the German Coal Phase-Out

Phasing out coal is key for a swift reduction of CO2 emissions. In this paper, we study the public debate on the future of coal with discourse network analysis.

Over a period of 20 years, we trace the key arguments of two competing discourse coalitions as well as changes in coalitions and storylines.
We also analyze, which arguments were finally institutionalized in the coal phase-out policy adopted by the German Parliament in 2020.
